The European Parliament will vote on April 4 on reactivating the EU Emissions Trading Scheme (aviation carbon tax) over non-EU airspace until 2016, which was suspended in the face of protests and Airbus boycotts.
If passed, it would allow for a review to take place at the next assembly of the UN's International Civil Aviation Organisation, which would rather have its own plan in effect for 2020, reported American Shipper.
The EU parliament's Permanent Representatives Committee has agreed to a form of the regulation devised on March 4, allowing the EU to impose its carbon tax while ICAO reaches a worldwide accord.
"As the aviation sector has a strong international character, a global approach to addressing emissions from aviation offers the best prospects of ensuring sustainability in the long term," said a release from the Council of the European Union.
"In line with the outcome of the 38th International Civil Aviation Organisation Assembly held in September 2013, there should be a single global market-based measure applying to international aviation emissions from 2020 onward," it said.
Last year, the European officials agreed to delay the further implementation of the tax for emissions over non-EU airspace when flying into or through Europe. The deferment was to expire in April.
