Circular of the General Office of the Ministry of Commerce of the People¡¯s Republic of China, on Relevant Issues in Implementing the Measures for Administration of Processing Trade in Export Processing Zones

The departments of commercial administration in Beijing, Tianjin, Hebei, Liaoning, Jilin, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Henan, Hubei, Guangdong, Guangxi, Chongqing, Sichuan, Shaanxi, Xinjiang, Dalian, Qingdao and Shenzhen:

Measures for Administration of Processing Trade in Export Processing Zones (hereinafter referred to as Measures) were promulgated in November, 2005 by Ministry of Commerce to further standardize management of Export Processing Zones and promote a sound development of the Processing Trade.

As mentioned in Article 6 and Article 14 in Measures, Processing trade services with high energy-consuming, high contamination or other anti-policy features shall not be conducted, besides, Disassembly or renovation services shall not be started in the export processing zones.

The Measures shall take effect as from January 1, 2006, the processing trade services prohibited in the Export Processing Zones mentioned in the Measures shall not be approved by management committee.

For the permitted processing trade services, the instruction of enterprises and explanation of service, approval opinions of the management committee and other related documents shall be submitted to Ministry of Commerce to be put on record before March 31, 2006.

Ministry of Commerce, General Administration of Customs, State Environmental Protection Administration and other related departments shall work out a practical resolution.
If not submit with in the duration, related processing trade services shall be halted.
