Beijing lays down law on port construction ways and means

THE Ministry of Communications of China has issued a new regulatory framework for the China Port Construction Administration, thus providing guidelines for designing and building harbour expansion projects, Xinhua reported.

The "Provisions for Port Construction Administration" takes effect June 1, after which all harbour building must be carried out with in the framework of its rules and regulations.



Port developers must now acquire licences to access coastlines to develop ports, and the use of deep-water port coastlines must be approved by MOC and the National Development and Reform Commission while the use shallow shores must win approval from local port authorities.



Under the rules, developers must also acquire licences to design port projects, which include two phases, the initial design phase and the construction plan, thus initial designs must be approved by related port authorities while construction plans are vetted by Port Construction Administration departments.
