The Ministry of Agriculture recently launched the following measures to implement central government policies.

To implement policies benefiting peasants from the central government: Rural Land Contracted Management Right Certificates should be granted to farmers. Policies on a low purchasing price of crucial grains in key areas should be introduced.

To improve agricultural infrastructure and launch Fertile Soil Engineering Construction: Production of wheat, rice, corn and other important crops should be mechanized.

To improve the agricultural structure and promote the development of a high-grade grain industry: Food supply areas be increased to at least 1.58 billion mu and production ability per unit should increase by 1 percent or more.

To grow safe agricultural food products.

To ensure the popularity system of agriculture technology has reached a basic level by the end of 2007.
