中国政府2008年在天津港口设立了新型特殊海关监管区域“天津东疆保税港区”，此区域的功能类似自由贸易港口。中国海关视同此区域为海外第三国，货物进入这里完全实现自由流转，在货物未进入中国国内前，完全免征任何关税和增值税。
目前在这里我们可以操作如下业务：
可以进行国际转口贸易。海外中间商及货主无需在中国注册公司，货物可以在此港区自由流转，发往最终消费国；
可以进行国际中转业务。通过天津保税港使用铁路运输将货物转运至中亚、西亚、俄罗斯等国，也可通过空运、海运等方式将货物发往海外第三国；
在保税港区货物可以进行二次集拼，汇同其他入区货物转往第三国；
可以建立货物亚太采购和分拨中心。可以将中国境内多家供应商的产品集中发送到保税区，根据需求统一将货物发往目的港；也可以将多家海外供应商货物集中到这里，根据需求进行货物配送，实现JIT和VMI管理；
货物在此区域内可以进行加工。既可以进行更换包装、贴标签、分级、拣选等简单加工，同时也可以将采购的多项备件在这里组装成成品后，转销中国境内或第三国；

Introduction of New Business
In 2008,the Chinese government set up a new & special customs supervised
area “Dongjiang Free Port Zone of Tianjin”,the function of this zone is similar as
free port zone.The Chinese Customs view this area as foreign country, shipments
could be transferred freely in this area and are free of taxes/duties and VAT before
finally enter into Chinese territory.
So far we could handle below new business as compared with the past:
International transit trade–The overseas middleman and cargo owner could have their cargo freely transferred
in this port area and then deliver to final consumption country without registration a
company in China
International transhipment business–Cargo could be delivered to Middle Asia, West Asia, Russia etc.by rail
transportation and to another overseas country by air or by sea transportation through
Dongjiang Free Port Zone of Tianjin.
Re-consolidation–Cargo could be unstuffed and re-stuffed in Dongjiang Free Port Zone of Tianjin if its final destination is not Tainjin.
Asia Pacific Purchase and Distribution Center–deliver shipments from various Chinese suppliers to Dongjiang Free Port Zone of
Tianjin and send to final destination according to foreign buyer’s demand; Collect shipments from various foreign suppliers and distribute according
to domestic buyer’s demand, realize the JIT and VMI management.
Processing-Could handle simple processing like package replacement, label,cargo sorting as
well as assembling various purchased parts into finished products within this area
then sell to final domestic or foreign users.
The misrouted cargo and the cargo need to be returned could be delivered to
Tianjin Dongjiang Free Port Zone when arrive in Tianjin, then arranged as transit trade
and send back to requested destinations, it greatly simplize the customs procedures.
