Administrative commercial departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps, Harbin, Changchun, Shenyang, Nanjing, Guangzhou, Chengdu, Xi'an and Wuhan, Guangdong branch of the General Administration of Customs, and its special commissioners' offices in Tianjin and Shanghai, and all Customs directly under the General Administration of Customs, the Environmental Protection Bureaus (Departments) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, and administrations for entry-exit inspection and quarantine directly under GAQSIQ: In response to some problems reflected during the implementation of "the Catalogue Prohibited for Processing Trade" stated in Announcement No. 17, 2007, a supplementary circular is hereby given as follows:

1. Paper Products Processing Trade The processing and export of paper and paper products under the import tariff codes of 4801 to 4816 and the processing trade (including the deep processing carry-over business) of paper products under the tariff codes of 4801 to 4816 is permitted.

2. Ready-made Leather Processing Trade The transfer of semi-ready-made leather under the import tariff codes of 4104 to 4106 in the way of deep processing carry-over as well as the processing trade of ready-made leather under the tariff codes of 4107 to 4115 is permitted while direct export is forbidden.

3. Imported Steel Processing Trade The processing trade of stainless steel and alloy steel products under the import tariff codes of 7218 and 7224 used as non-steel smelting processing and export of downstream products is permitted.

4. Leftover Bits and Pieces & Waste and Scrap Leftover bits and pieces as well as waste and scrap generated during the processing of bonded materials and parts by processing trade enterprises that are in the commodity list of catalogue prohibited for processing trade shall not be administrated as prohibited products for processing trade.

5. Please visit the website of processing trade of the Ministry of Commerce for the catalogue of newly-added commodities stated in Announcement No. 17. No special notice shall be given thereupon. As for the commodities that are newly-added but not listed in the catalogue, measures shall be taken in accordance with relevant provisions concerning newly-added commodities stated in the Announcement. 6. The used mechanical and electronic products prohibited for import that are listed in Announcement No. 17 shall include components and parts as well as dismantled articles. This circular shall be implemented as from the day of issuance.
