Ukraine's Ministry of Transport and Communications has worked out a new conception for port development, according to which the sphere of cargo handling is to be privatized, RZD-Partner reports.
The Ministry has announced completion of the basic document regulating state port complex. According to Josef Vinsky, head of the Ministry, the document is to change the situation in the sphere of cargo handling.
The infrastructure is to be divided according to ownership principle. Water areas and berth infrastructure of the ports is to stay the property of the state while the sphere of cargo handling and related services (including forwarding) should be completely privatized throughput auction. The Ministry considers the new conception to be an instrument capable of solving the problem of aging port facilities. According to the Ministry, depreciation of fixed assets reaches 90%, which is fatal for the port complex. The conception is to be approved by Ukraine's Cabinet of Ministers.
