Bayport terminal development to move forward

The Port of Houston Authority has reached agreement with the neighbouring city of Seabrook for the continued development of the Bayport container terminal.

The authority and the city signed a memorandum of settlement agreement that calls for the filing of a joint motion with county and state supreme courts to dismiss Seabrook's lawsuits seeking to block the project, and the port authority will transfer approximately 41 acres of property to the city for public park purposes.

As part of the agreement, the parties will jointly work to restore a Seabrook tidal creek, and the authority will construct facilities a part of its plans to build a rail line to serve Bayport.

The agreement also calls for construction of flood detention and retention ponds on the southeast border of the terminals. Seabrook will also consider a proposal to rezone some port authority property.

The authority also agreed to restrictions on lighting and noise from the terminal and railroad. Under the terms of the agreement, it will petition the Seabrook City Council for creation of an industrial district to encompass the terminal property.
