The freight industry has come under the microscope in the Australian government's Aviation White Paper, released recently and titled Flight Path to the Future.
The document has set out a number of security and operational targets which the government hopes will make the aircargo supply chain more efficient and better able to withstand potentially harmful outside influences.
The White Paper noted that complexities such as the volume of cargo, the time-critical nature of the movement of cargo, the number and mixed responsibilities of cargo handlers involved, the physical constraints on air-side processing, and the variation in how cargo is presented, combined "to create a dynamic set of inter-related processes".
It said current Australian security measures for aircargo were designed to improve the security of the supply chain by deterring and detecting the insertion of explosives or other prohibited items into aircargo at any point along the supply chain.
The document foreshadowed changes to cargo security measures by calling for "appropriate aircargo security measures in place, including explosive trace detection equipment at designated airport cargo terminals, and security training regimes for Regulated Air Cargo Agents".
